The DSHR system is designed to support the efforts of local Red Cross units in disaster-affected areas and provide both new and veteran Red Cross disaster volunteers with a career-development path within our Disaster Services program. When the response to a disaster is anticipated to be larger than the management capacity of the affected unit, Headquarters assigns a DR Number to the incident and dispatches volunteers to assist. Within 72 hours, DSHR members respond to incidents all around the country and generally remain on the scene for at least three weeks. Red Cross paid and volunteers staff who are qualified and available to be assigned disaster relief operations beyond their units of affiliation are eligible to be enrolled in this system.
The mission of the DSHR system is to “develop procedures and manage the processes that enable the American Red Cross to organize, recruit, and rapidly deploy trained and experienced relief workers anywhere within the United States of America and its territories in order to support the local Chapter disaster response.” There are currently over 26,000 volunteers in the system.
